NATURE OF CASE

The plaintiffs, Ronald Hagan, Troy Brandt, and Todd Hatcher, filed a petition in the district court seeking declaratory relief against the Upper Republican Natural Resources District (NRD); Champion Valley Enterprises, L.L.C. (Champion Valley); and Steven Leibbrandt and Tim Leibbrandt, individually. The district court sustained the defendants’ demurrers to the plaintiffs’ amended petition on the basis of standing and dismissed the plaintiffs’ petition.
