TERRY, Associate Judge:
Bonnie and Bruce Glover were robbed and murdered, allegedly by Donald Mosby, in the early morning hours of March 8, 1984. Appellants, the executors of the estates of the murdered couple, filed a wrongful death 1 and survival 2 action against the District of Columbia, three officials of the District government, and Donald Mosby. They alleged that the crimes were committed by Mosby after he had escaped from a halfway house operated by the District of Columbia Department of Corrections.
