This is a dispute between the Appellant, the Children and Family Services Program of the Social Services Department of the Confederated Tribes of the Grand Ronde Community of Oregon (“CFS”) and the Appellee, M.Q., father of C.Q., a minor, over whether the Tribal Court correctly denied the CFS petition to terminate Father’s’ parental rights to his son, C.Q.
