Under chapter 639 of the Laws of 1996, the Legislature enacted the New York Health Care Reform Act of 1996 (hereinafter HCRA)1 in an effort to improve the accessibility *235and affordability of health care throughout the State. HCRA established “public good” pools, or special revenue accounts, designed to fund “public good” programs for medical services to the indigent.
