Appellant Jewel Spotville appeals the dismissal of his pro se habeas corpus petition for failure to comply with the procedures provided for in 28 U.S.C. § 2244(b)(3)(A), as amended by the Antiterrorism and Effective Death Penalty Act of 1996 (“AEDPA”). Al though Spotville tendered to prison authorities for mailing his petition and application for in forma pauperis (“IFP”) status prior to the effective date of the AEDPA, he did not pay a filing fee that was subsequently required upon denial of his IFP status until after the AEDPA took effect.
