Plaintiff Mary Lenihan (“Lenihan”), a policewoman currently employed by the Police Department of the City of New York (“the Department”), commenced this action in June 1984 seeking to enjoin the Department and the Board of Trustees of the Police Pension Fund from retiring her from service on psychiatric grounds. Among the other named defendants are the City of New York (“the City”), Mayor Edward Koch, the Police Commissioner, and an entity known as the Article II Psychiatric Medical Board, which evaluated Lenihan and recommended to the Board…
