Plaintiff, a naturalized citizen of the United States, seeks a declaratory judgment that defendant District Director of the Immigration & Naturalization Service erred in denying her petition to classify Delroy Anthony Nation (“beneficiary”), her husband’s illegitimate son, as a nonquota immigrant.
