Plaintiff John Doe and a class of similarly situated individuals (hereinafter collectively, “the Doe plaintiffs”) appeal from the September 17, 2004 judgment of the United States Court of Federal Claims dismissing their complaint. Doe v. United States, No. 98-896 C, slip op. (Fed.Cl. Sept. 17, 2004) (“Doe Summary Judgment Order”).
