Petitioner, Tony M. Powell, appeals from the district court’s order denying his motion for reconsideration of the court’s judgment denying Petitioner’s motion for *381an evidentiary hearing and discovery as well as his petition for a writ of habeas corpus brought pursuant to 28 U.S.C. § 2254.
