This proceeding under the Public Service Commission Law (hereinafter referred to as the P. S. C. Law), section 19, paragraph 3 (as amd. by Laws of 1921, chap. 134), was begun by an order to show cause issued upon the affidavit of the chairman of the Transit Commission of the State of New York, setting forth that Gerhard M. Dahl, a witness in a pending proceeding before the Commission, had refused, without reasonable or proper cause, to answer legal, pertinent and material questions when summoned to testify before the Commission, although directed to do so.
