Pedro Romero et al. (Romero), the American Federation of Government Employees, AFL-CIO, et al. (AFGE), and the American Postal Workers Union, AFL-CIO, et al. (APWU), appeal from the summary judgment of the United States District Court for the District of Puerto Rico, Civil Nos. 89-0412(JAF), 90-1117(JAF) and 90-1173(JAF) (May 28, 1991).
