Plaintiff, Ray Bernard Williams, brings this lawsuit against Defendants, Daniel W. Merritt and Cory Bines, two police officers with the District of Columbia’s Metropolitan Police Department, and the District of Columbia (collectively “Defendants”). On February 22, 2014, Williams got into an altercation with employees of a liquor store. The Officers responded to a 911 call and, upon arriving at the store, arrested Williams.
