OPINION

LEDERBERG, Justice.

This case came before the Supreme Court on an appeal by the defendant, Arthur Bou-chard, Jr., in his capacity as tax assessor of the city of Woonsocket (tax assessor), from three Superior Court judgments in favor of the plaintiffs, David T. Chase and Israel Res-nikoff (the taxpayers). We deny and dismiss the appeal and affirm the judgments in favor of the taxpayers. The facts of the case insofar as pertinent to this appeal are as follows.
