Plaintiff, a trade association representing the interests of reforestation companies, brought this action for a declaratory judgment that defendant Hoedáds,1 a cooperative engaged in the tree-planting business, is subject to the workers’ compensation law, ORS ch 656.
The parties entered into a lengthy stipulation that described the structure and operation of Hoedads. The trial court entered a declaratory judgment.
