The history of this Appeal taken from the revocation of Plaintiffs gaming license is set forth in this Court’s Memorandum of Decision on Plaintiffs Request for Leave to Present Additional Evidence, 3 G.D.R. 122, 7 Am. Tribal Law 471 (2008), reinstated after hearing, 3 G.D.R. 139, 7 Am. Tribal Law 474 (2008), and will not be repeated here, except to note that the decision to revoke the Plaintiffs gaming license followed a hearing in which the only evidence as to what the Plaintiff did wrong came from a rambling apology from the Plaintiff himself,1 much of it…
