MEMORANDUM OPINION AND ORDER

GOTTSCHALL, District Judge.

Petitioner, the Office of the Inspector General for the Department of Housing and Urban Development (“HUD-OIG”), moves this court for summary enforcement of an administrative subpoena duces tecum that it issued to and served on respondent Banner Plumbing Supply (“Banner”) on August 5, 1997. Banner partially complied with the subpoena, which demanded the production of various documents, but has refused to produce a number of these documents on two grounds.
