The respondent-father Ralph C. (father), appeals from a Family Court termination of parental rights with respect to his daughter, Evelyn C. 1 Specifically, father contends that the trial justice erred in concluding that he has a substance-abuse problem that renders him unable to care for Evelyn. He further argues that there was insufficient evidence to support the trial justice’s determination that it was unlikely that Evelyn could be returned to him within a reasonable amount of time.
