In this civil rights case, Plaintiff John Rife contends that (1) he was retaliated against in violation of Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. § 2000e, et seq., and the Pennsylvania Human Relations Act, 43 Pa. Stat. Ann. § 951, et seq., by the Borough of Dauphin for advocating the hiring of an African-American police officer, and (2) that the Borough of Dauphin deprived him of his federal due process rights under the United States Constitution.
