Plaintiff, appearing pro se, has filed a “Complaint Seeking Documents Pursuant to Privacy Act” against the Secretary of Veterans Affairs, ECF No. 1. His grounds for jurisdiction are the Privacy Act, 5 U.S.C. § 552a, and the Freedom of Information Act (“FOIA”), 5' U.S.C § 552. Compl. at 1.
