This appeal arises from the trial court’s dismissal of plaintiffs’ amended complaint challenging the constitutionality of certain provisions of the Property Tax Extension Limitation Law (the Act) (35 ILCS Ann. 200/18 — 185 et seq. (Smith-Hurd Supp. 1996)).
