Appellants, the Brotherhood of Railroad Signalmen and several other unions (the “unions”) representing employees of the Southeastern Pennsylvania Transportation Authority (“SEPTA”) Regional Rail Division, appeal from the order of the district court granting SEPTA’s motion for a preliminary injunction.
