Karl B. Manuel appeals pro se from the District Court’s order granting a motion for summary judgment filed by Sergeant Adkins, 1 Warden William Oettel, and the State of Delaware’s Department of Transportation (“Del DOT” and, together with Adkins and Oettel, the “Appellees”). Because the appeal presents no substantial question, we will summarily affirm the District Court’s judgment.
