Walker, Judge:

These are suits against the United States to recover customs duties alleged to have been improperly exacted on merchandise described on the invoices as “jade flower panels,' wood framed,” and “semiprecious stone flower panels, wood framed.” Duty was assessed thereon at the rate of 60 percent ad valorem under the provision in paragraph 1518 of the Tariff Act of 1930 for articles not specially provided for,' wholly or in chief value of artificial fruits, flowers, or leaves composed wholly or in chief value of other materials than yarns, threads, filaments, tinsel wire, lamé,…
