J.S. and K.S. were taken to the Breath-itt Regional Juvenile Detention Center (BRJDC) after being arrested for underage drinking. As part of the facility’s intake policy, both teenagers were required to submit to a fully nude visual inspection by a correctional officer of the same sex. Their parents thought this to be unconstitutional and brought suit against the two guards, the supervisors of BRJDC, and administrators with the Kentucky Department of Juvenile Justice (DJJ).
