I. Introduction

The plaintiff in this action, John Oneto, is a police officer employed by the defendant, the Town of Hamden. After being twice passed over for promotion to the rank of detective in the 1990s, Oneto filed a lawsuit against the town in state court. While the suit was pending, Oneto was promoted to a vacant detective position by the Board of Police Commissioners (“Police Board”).
