Presently before the Court are petitions for fees and expenses on behalf of attorneys for the plaintiff class in connection with contempt proceedings brought against defendants County of Philadelphia (“County”) and Commonwealth of Pennsylvania (“Commonwealth”) for their violations of this Court’s Order of April 5,1985 (“Court Decree”).
