DOYLE, Judge.
Austin Area Education Association (Association) appeals an order of the Court of Common Pleas of Potter County, which affirmed an arbitrator’s award entered in favor of the Austin Area School District (District).
The relevant facts are as follows. On June 30, 1989, the existing collective bargaining agreement (CBA) between the District and the Association expired. On October 11,1989, the parties, during negotiations for a new CBA, reached a tentative agreement regarding the total amount of money that the District was obligated to spend for teacher salaries in the upcoming years.…
