Plaintiffs petitioned the superior court for a writ of mandate to be directed to various officers of the city and county of San Francisco requiring them to comply with the terms of a series of three proclamations issued by the mayor of San Francisco in the exercise of the emergency powers conferred upon him by section 25 of the city charter, which so far as here involved reads: “In case of a public emergency involving or threatening the lives, property or welfare of the citizens, or the property of the city and county, the mayor shall have the power, and it shall be his duty, to summon,…
