MEMORANDUM OPINION, FINDINGS OF FACT AND CONCLUSIONS OF LAW

The United States Court of Appeals for the Fifth Circuit has directed this Court to “conduct further proceedings on the present record and on such a supplemental record as it and the parties initially deem proper to make more explicit findings of fact and conclusions of law” on what basis the District Court concluded as a Finding of Fact that Theriault’s beliefs do not constitute a religion.
