HAMILTON, District Judge.

The plaintiff, Madonia Pettigrew, instituted the instant action pursuant to the provisions of 42 U.S.C. § 1983, 28 U.S.C. §§ 1343(3) and (4), and 28 U.S.C. § 2201 and § 2202 to obtain declaratory relief and damages to redress the deprivation of rights secured under the Fifth and Fourteenth Amendments to the United States Constitution and under the South Carolina Constitution.
