This opinion treats with three appeals, all stemming from the suit brought by Emmett Jordan (“Jordan”) against his former employer, the City of Cleveland (“Cleveland”), charging racial discrimination, racial and retaliatory harassment and retaliation in violation of Title VII of the Civil Rights Act (42 U.S.C. §§ 2000e-2000e-17), 42 U.S.C. § 1981 and Ohio Rev.
