The Department of Public Works of the State of California (hereinafter the “Department”) filed this action for declaratory relief and an injunction seeking to permanently enjoin Ryan Outdoor Advertising, Inc. (hereinafter “Ryan”) from maintaining two advertising displays (hereinafter “billboards”) located adjacent to Highway 99 in Stanislaus County and ordering their removal.
