OPINION

TEASE, Judge.

On October 1,1976, the defendant, Abraham Korotki, was stopped by a Fenwick Island, Delaware police officer in fresh pursuit, and issued three summonses alleging violations of 21 Del.C. § 4103(b) — failure to stop at the command of a police officer, 21 Del.C. § 4169(b) — excessive speed, and 21 Del.C. § 4176(a) — careless driving. Because the defendant is a nonresident of the State of Delaware, and, therefore, not subject to legal process to compel his appearance before the Delaware courts, no action was taken in this case until the defendant voluntarily submitted himself…
