On September 29, 1911, Peter Bartzen, president of the board of commissioners of Cook county, made an order suspending from the office of head probation officer of the juvenile court of Cook county the appellee, John H. Witter, who had held that office for about three years, and also filed with the civil service commission of Cook county charges against him. The dharges were heard by the commission, and an order was. entered on January 6, 1912, confirming the suspension and directing the discharge of the appellee from said office.
