This case involves a challenge to a decision of the Director of the Department of Employment Services (“DOES”) regarding a worker’s compensation matter. Washington Hospital Center (“WHC”) employed an acute care technician who was attacked and injured by a patient on August 14, 1989. WHC voluntarily paid temporary total disability benefits to the employee from August 15 to August 28, 1989.
