Petitioner, M.B.E., Incorporated (M.B.E.), challenges a decision of the District of Columbia Minority Business Opportunity Commission (Commission), ruling that M.B.E. does not qualify as a “minority business enterprise” and revoking M.B.E.’s certification to participate in the “sheltered market program” established by the Minority Contracting Act of 1976 (the Act), D.C.
