MEMORANDUM OPINION AND ORDER

KANE, District Judge.

This action arose after defendant did not hire plaintiff and refused to furnish him a complete copy of his NRC employment-application file. Plaintiff exhausted his administrative remedies and then filed this complaint for declaratory and injunctive relief and damages under the Privacy Act of 1974, 5 U.S.C. § 552a. This court has jurisdiction under 5 U.S.C. 552a(g)(l)(B). 1 The parties have filed cross motions for summa ry judgment and the matter is now ripe for determination.
