Almost three decades ago, the State of Michigan ratified a new constitution. The document was the culmination of months of work, through the 1961 Constitutional Convention, restructuring Michigan’s government to make it more efficient and accountable. Perhaps the biggest need for restructuring was in the executive branch, which, before the new constitution, was composed of so many boards, commissions, and departments that the executive branch lacked any kind of effective coordination or supervision.
