MEMORANDUM OPINION AND ORDER

Plaintiff 87 South Rothschild Liquor Mart, Inc. (“Liquor Mart”) seeks declaratory and injunctive relief against Walter S. Kozubowski, City Clerk of the City of Chicago (“Kozubowski”), the Board of Election Commissioners of the City of Chicago (“Election Board”), Richard M.
