This cause coming to be heard upon the report of the Commissioner, after hearing before said Commissioner and this Court being fully advised in the premises:

Finds that Claimants Alfredo Vargas and Cecil Calvert Odom were inmates at Sheridan Correctional Center on April 10, 1984, and both were employed refurbishing furniture, and office and school desks for mental institutions and other institutions for the State of Illinois.
