Twice now John Otrompke has sued the Board of Admissions to the Illinois bar in federal court; in this action, like the first, he seeks an injunction compelling the Board to admit him to the state’s bar. Otrompke’s lawsuit, brought under 42 U.S.C. § 1983, ostensibly claims that the Board’s rules governing the admissions process are unconstitutional, but he has never asserted that those rules stand between him and admission to the bar, or even that he plans to reapply for admission if the offending rules are favorably rewritten.
