OPINION OF THE COURT

SCIRICA, Chief Judge.

In this matter, appellant Joseph Myers alleges the District Court erred in granting summary judgment in favor of certain medical doctors and police officers involved in events related to the tragic death of his five-year-old child, Valeria Myers. We will affirm.

On June 11, 1995, when Joseph Myers returned home to his mobile home in the Delaware City Trailer Park, he noticed his daughter Valeria had gotten into bed with his wife Phyllis. When he awoke, Valeria appeared to be sleeping on the floor, but Phyllis discovered she was not breathing.…
