On February 27, 1931, appellant, the Michigan-Grand Building Corporation, filed its petition for mandamus in the circuit court of Cook county against Charles V. Barrett, Edward R. Litsinger and Edward J. Hughes, as members of the board of review, and Robert M. Sweitzer, county clerk of Cook county.
