On April 3, 2018, plaintiffs Yu Mei Chen ("Ms. Chen") and Xiu Qing You ("Mr. You"), also known as Xian Chin Yu, filed a complaint for a writ of mandamus against Kirstjen Nielsen, L. Francis Cissna, and Christopher Way, seeking to compel the United States Citizen and Immigration Services ("USCIS") to rule on Ms. Chen's pending I-130 petition and Mr. You's pending I-485 application.
