The sole issue in this appeal1 is whether the plaintiff, the Stonington water pollution control authority, whose application for a sewage discharge permit was granted by the defendant, the commissioner of the department of environmental protection, was aggrieved by the defendant’s concomitant finding that odors emitted by the plaintiff’s sewage treatment plant constituted unreasonable pollution.
