The telecommunications company MCI WorldCom Network Services, Inc. (“MCI,” “WorldCom,” the “Plaintiffs,” or the “Debtors”), purchased an “indefeasible right of use” (“IRU”) of six fibers in the Baltimore area from Cambrian Communications, LLC (“Cambrian”).
