COX, Judge:

Appellant was tried by general court-martial, before members, at Florennes Air *237Base, Belgium, in June 1988. Pursuant to his pleas, he was found guilty of violating a general regulation which prohibited making unauthorized personal long-distance telephone calls, in violation of Article 92, Uniform Code of Military Justice, 10 USC § 892. He was sentenced to confinement for 8 months, total forfeitures, and a bad-conduct discharge.
