BRUGGINK, Judge.
This is an action brought under the Tucker Act, 28 U.S.C. § 1491(a)(1) (1988 & Supp. IV 1992). It arises out of an unusual and troubling set of circumstances. Plaintiffs seek damages for the breach of alleged oral contracts between themselves and United States Customs Service (“Customs”) personnel to compensate them for assisting in the apprehension of an alleged arms smuggler through a complex sting operation.
