In December, 1921, Cocoa Drainage District was organized under the general drainage laws of Florida, Section 1098, et seq., Revised General Statutes of 1920, Section 1451, et seq., Compiled General Laws of 1927. In September, 1926, it was enlarged and its name changed to Cocoa-Rockledge Drainage District. P. A. Vans Agnew of Winter Park was attorney for both districts and conducted all the organization and consolidation proceedings.
