Before the court is plaintiffs motion for summary judgment. After careful consideration of the arguments of counsel, the relevant case law, and the record as a whole, the court makes the following conclusions of law.

FACTS

Plaintiff filed this declaratory judgment action in order to determine its potential liability on three insurance policies issued to defendant Tift County.
